The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from various governments. Immense energy is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by current data. From observation points, military aircraft that had been scrambled to engage hostile guided weapons flew past – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are clearly incapable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is impossible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a entire defensive failure until circumstances change in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
